The Fat Controller becomes suspicious, so he decides to follow Thomas and finds out about his unscheduled stops, so he recruits a newly resurrected Bulgy (who returns since having a cameo in Series 12) to fill in for Bertie as well as take his passengers, which means Thomas can run on time again.
